京津冀区域月底前执行统一重污染预警分级标准京华时报讯 记者从有关方面获悉,京津冀区域重污染天气预警分级标准已经统一。在年初核心区六城市统一的基础上,执行范围将扩大至京津冀地级以上城市及河南省、山东省传输通道城市,各地将在今年10月底前执行统一的预警分级标准,实现区域内重污染天气应对统一。据记者了解,今年2月初,环保部会同中国气象局联合发函,要求京津冀地级及以上城市试行统一重污染天气预警分级标准,其中北京、天津、唐山、保定、廊坊、沧州率先实施。环保部相关负责人此前介绍,去年入冬以来,京津冀区域经历了三次长时间、大范围的重污染天气过程,各地在应对过程中,暴露出污染程度大致相同但预警级别却不同的现象,影响了应对效果和区域联防联动。根据年初公布的核心区6市统一后的标准,各市的预警分级标准统一分为蓝黄橙红4色预警。具体而言,预测空气质量指数(AQI)日均值(24小时均值)>200且未达到高级别预警条件时,启动蓝色预警。预测AQI日均值>200将持续2天及以上且未达到高级别预警条件时,启动黄色预警。预测AQI日均值>200将持续3天,且出现AQI日均值>300的情况时,启动橙色预警。预测AQI日均值>200将持续4天及以上,且AQI日均值>300将持续2天及以上时,或预测AQI日均值达到500并将持续1天及以上时,启动红色预警。2012年发布的《环境空气质量指数(AQI)技术规定(试行)》规定,AQI为201—300时空气质量为五级重度污染,AQI大于300时空气质量为六级严重污染。试行统一标准期间启动红色预警的条件分为两种:一是预测至少持续四天重度污染,且其中至少有两天达到严重污染;二是只要预测有一天及以上的空气质量指数达到最高值500,就可以启动红色预警。据相关专家透露,此前试行的统一预警标准既强调了污染持续时间又兼顾了污染程度给市民健康带来的影响。蓝色、黄色预警的启动门槛与北京市的预案保持一致,但橙色预警和红色预警的启动门槛已经加严,北京启动红色预警的天数可能将大幅减少。此次扩大范围虽考虑到京津冀各地的差异性,但也意味着,今后一旦京津冀区域内出现重污染天气,将不会再出现城市的PM2.5浓度水平相同,预警级别却不同的情况。在今年2月,北京、天津、唐山、保定、廊坊、沧州等城市随即开启了重污染天气应急预案的修订,主要内容为制定各级别预警减排力度底线,明确应急状态下不同行业减排措施的具体工艺流程和停限产设备。据了解,目前,核心区6市已基本完成预案修订工作,其他城市正在推进中。(记者贾婷)相关的主题文章:
